since vanilla relies on your server locale for dates - which has nothing to do with the vanilla locales.
you have to get on a server that allows you to change your php settings.
or modify core files.
for vanilla 2.0.18.8 this is an explanation. it would be similar changes needed in 2.1 but file may be different.
also send your changes for comments and views definitions for the "middle kingdom" to the chinese transiflex. or contact @Todd and maybe he can add them,

no problem - the point is Vanilla does not deal with month and dayname translation per se. It is your server host locale, not the vanilla locale.
"you" need to modify the core to do what you want if you cannot set your os server locale.
