Upload a new version (1.6) it still shows the old version even though the default.php of the plugin holds the new version number in the head of the document. So it's some kind of weird cache mechanism i guess. Even 20 reloads do not kill this cache.
Only removing one plugin reinitiates the cache or the "THING", and the actual plugin version numberget's shown or a new uploaded plugin. Crazy!

Remember that if you can see the files are there and you did upload and it is enabled or listed in the config, then the issue is likely your browser not loading the latest version of the page.
You should try using a different browser, or disable the cache of your browser.
I was referring to the remove option in dashboard for plugins, which should never be used.
you may not see the option (and that is a good thing), but if you click remove - some people have deleted their entire plugins directory - so the option was removed in 2.1b2 because of the danger depending on host setup file ownership and permissions

@vrijvlinder: Uh sorry, i misunderstood your posting. I thought it was a joke to delete plugins. Big excuse from my side just read it worng.
@R_J and @vrijvlinder: Yes i tried to delete the .ini files. Doesn't help.

I may not provide the completed solution you might desire, but I do try to provide honest suggestions to help you solve your issue.
@vrijvlinder: Tested against Browser and Vanilla cache. The problem doesn't seem to be there.

Sorry, that this gets so long. It's a weird issue, i can go along for now. But it's interesting why it happens.
