I can't see it in the browsers that don't reload the new style sheet. But can see it in Chrome after clicking reload css. it takes a few seconds then you can see the change is there.

Firefox and chrome have it . Your problem is common that is why those are very useful.
The caching is slow on your end and you need to use something to reload the css file to see the changes immediately .

This is true. To be able to disable the page all together or disable access to that you would need to redirect them back to the forum or something.
However this won't remove the feed from being accessed by readers .
Maybe there should be a plugin called noRSS
which blocks the feed altogether

are you using any caching or are you using cloudflare.
