"Add support for controllers in plugins"

In the announcements to what has changed in version 2.2 I found the "support for controllers in plugins". Could anyone enlighten me how this would be used? I'm not looking for use cases (I could imagine a few) I only cannot imagine how it would be done.

Plugins can now have independent controllers. Think of the layout of applications. Add a folder called controllers, and put your controllers in there. That wasn't possible in 2.1.
