Keystone & Boilerplate removed from open source?

It appears the new-generation themes have been removed from open source as of the new merge process. Was this intentional or an oversight?

Are themes handled like addons then in the future?
I have no idea. The "addons" folder has never existed before. It reads to me like a mistake, but that's pure conjecture on my part.
I believe these are just a plugins/themes that require a build process.
