There is a porter addon: https://vanillaforums.org/addon/porter-core
The documentation here: http://docs.vanillaforums.com/developer/importing/support/ says that vBulletin3-5 is supported.
It's quick and easy to install a test forum, so I'd suggest have a go, and ask on here if anything doesn't work as expected.

Migration from vBulletin 3.8 has excellent support in the Porter. That's the version I migrated from.
Hey guys, forgot to ask this in my previous reply...if I migrate the forums to Vanilla, will it import everything over including the smilies?
No, the emoji system is very different. However, you can build your own legacy emoji set using the included Emoji Extender plugin and they will work the same as ever afterward.
