You would need to provide much more information, if you are 95% certain it's a but then maybe post the issue on the official github otherwise my best guess would be to start by detailing what stack you are running (supported stacks/more info) (webserver, database server, php version(and possibly method)) something along the lines of nginx, mariadb, php7.3-fpm or apache, mysql, php7.2 mod--php as well as what you have found so far and how you are able to replicate the issue.
@BlackMale You have to have Pretty URLs enabled. Period. It hasn't been optional since Vanilla 2.5.
This seems to be a full 25% of the issues I see, so I'm thinking the next version we might put a huge banner in the dashboard saying you have to have it turned on.
@Krisstoffer While we don't have that on the public issue tracker, I can confirm we are aware of it, and our support team is working on a fix this sprint (it was reporting in our internal ticketing system).
You're welcome to make an issue on the public tracker, but it's not required, and wouldn't really change anything in terms of the timeline.
@charrondev thanks for the update, double handling is the enemy of projects so if you have it on an internal tracker then no point doubling up on work.
I was planning to put out the RC2 today, but there is still 1 important bug to fix that did not get completed today. I'm anticipating having it out Monday.

I tried several times setting to following then back to all and not once did I get a 404 - I even tried following a sub category and repeating - nada.

That's a good point. With this being 3.0, it's probably as good a time as any to go for it. Looks like there will be an RC2 then.

When you forget to select a category, IMO it should only advise that the category is required, not both.

Looks like one my colleagues just got the pull request for it out actually. You can expect a fix for that in the RC2 then.

Do you recommend to create my new forum already in 3.0RC2? Or it's better in 2.8.4? I know 2.8.4 is stable, but my forum will begin small.
2.8.4 is the current official stable release and upgrading from 2.8.3 to 3.0RC1 has been a no-brainer.
Therefore I wouldn't know a reason to start already with 3.0.
Always use stable packages of any software you use if there are no good reasons not to do so.
Please don't use the 3.0 release on a production server until it is finalized. That should be later this week.
